• Alterations involving the replacement or installation of space conditioning components (e.g., air handlers, economizers, duct systems, demand-controlled ventilation)

❌ Exceptions:
• Existing and unaltered HVAC or water heating systems serving new additions
• Systems installed in healthcare facilities

Alteration Exceptions (No MATT required if the equipment is equivalent or lower in capacity):
• Electric resistance space heaters installed in high-rise residential apartment units
• Electric resistance space heaters where natural gas is not available
